Where can I buy a sugegasa in Tokyo close to Akihabara-Ueno? and by the way; is this used currently by anyone in the cities? -or at least at summer festival- or is it just a souvenir for local people also?

Suge-gasa is not in common use. Just for souvenior or for cosplay. Yet you can see some farmers in the country side wearing this in the rice field. City people do not put it on.
