With regards to the Suica & Nex package, I have a US passport but my mom has a Japanese passport with a green card. Will I be able to purchase this package for my mom. Thanks.

maybe "No".

But "Suica & Nex" just discount "NEX" trains round fare only.
So if not need LtdExp(NEX or Skyliner : not JR) trains
take regular train "rapid" cheaper by Suica.
JR all rapid with "ordinary green car(not need booking)" like this.

Didn't you think to check the official JR East website?
It says that you have to have a foreign passport to purchase the package, and purchases are limited to one per person.

While Sheryl above seems to be confusing "green card" with "green car" (the name for first class in Japan), depending on where exactly in Tokyo you are heading, there are many alternative ways of getting from Narita Airport to Tokyo for less than the cost of the Narita Express.
