Bringing small plants from Japan

Hi, I have seen small cute palmlike miniplants in the Tokyu Hands store in some cities. I know that bringing plants from one country to another might be a problem. I do not intend to plant it (unless it grows big of course) but put it in the window as a kind of souvenir.
What precautions should I take? My home embassy said I need some security certificate that the plant is not containing any bad insects of stuff before I can bring it home.

You need to look at the quarantine regulations of the country you want to take it to.
