Picture frames?

Hello everyone,
I have a piece of art that I would like framed, but I don't want to spend a ton of money.
The print is 18x24 inches (from the US). It's a typical poster size back home, but nothing I found at Tokyu Hands or Loft will fit it. Custom-ordered frames from Hands were over 20,000 yen (and the print cost less than $100).
Does anyone know a place with picture frames in a variety of sizes, or a custom frame shop that won't cost and arm and a leg?
Thanks!
