Are there any food vans around Tokyo International Forum and what time do they come out? Thank you

Yatai and food trucks are different - http://en.wikipedia.org/wiki/Yatai_(retail) . The few times I've been there I didn't see anything like that. But yurakucho is very close - http://www.japan-guide.com/e/e3072.html .

There is indeed a "Food Truck Alley" at the Tokyo International Forum. If you go there at lunch, you cannot miss the cute little trucks. I have seen a whole variety of cuisines. I have never eaten there, so I cannot vouch for the quality of the food. Also don't know if they're open on the weekends. Whether or not they are called Yatai doesn't really matter, as the intent of these trucks is the same.
