Choice between Lake toya and Noboribetsu

I am spending 3d2n around the area in Dec, shd i be based in Lake Toya area or noboreitsu. Pls advise. And any recommendations for ryokan definately welcome. Thank you!

I would spend one night in each place, especially if you travel by your own car. If you travel by public transportation and have luggage, a base may be more convenient. In that case I would recommend Noboribetsu because it has the better hot springs. In Noboribetsu I recommend the Takimotokan: http://www.takimotokan.co.jp/english/In Toyako I have not stayed at a ryokan yet that I could recommend.
