If i purchase JR east pass flexible as a foreigner can i use all shinkansan train ?

NEX and Tokyo mono-rail are not Shinkansen.

JR East Pass Not for Tokaido-Shinkansen (from Tokyo stn to West/map left/Orange line).
Tokaido-Shinkansen is JR Tokai(Not JR East) line and trains.
