My girlfriend talks about the sashimi that her brother-in-law gave her parents when he asked to marry her sister. Is this a Japanese tradition or their family tradition

I think it was UINO, and traditional Japanese
ceremony before wedding.

Yuino is a partly engagement ceremony. It's normally male family side given(offer) money and Yuino goods to female family side. Once female family (not female herself) accept the offer the ceremony ends. Then they have (normally) lunch together. It's typical aspect to eat Sashimi during the lunch because Yuino is one of the biggest ceremony entire their life so they share to eat something luxury meal. But these days many of couples skip Yuino ceremony because they don't have money to do that.
