I live in Japan and I belong to a a Japanese fanclub and would like to buy some FC only tickets on eplus. However when I try to get the tickets, I can't put anything into the "address" and "apartment # and building name" sections. I don't understand why. I should be able to just put in "3-11-4" but it says its wrong. Also my apartment building is in English, so I shouldn't have to put it in Japanese, right?

It is because the form requires Sp (zenkaku - fullwidth characters. In other words, you have to fill in the address in Japanese, including apartment name and banchi.
`ab@P|Q|R is OK but ABC 1-2-3 is not.
(The former is Sp, the latter is p halfwidth.)
