It is a museum to commemorate the author of the cartoon called Circuit Wolf(サーキットの狼）.

I haven't been there myself, so I don't now if you can just walk in and look around, but there's Bingo Sports in Akasaka(http://www.bingosports.co.jp/). Official dealer for Pagani, and they should have lots of other mostly Italian sports cars in their showroom.
