When a foreigner buys from a shop ,who actually gets the present 8% consumer tax ? The shop / the Japanese government ?
Some shops offer tax free, a lot do not but the receipt shows 8% tax. There a a shop which was closing down which also charges 8% tax. Airport info counter says there is no tax refund counter at Kansai airport, tax refund is done at shops only.

First the shop and eventually the prefectural and national governments.

Airport info counter says there is no tax refund counter at Kansai airport, tax refund is done at shops only.
