Concert lottery

I've bought tickets on Loppi, but never done a ticket lottery before. So could someone clarify what I'm supposed to do exactly?
I'm getting at the specifyed time I submit my info once to 1 venue. But then it mentions a 108‰~ fee? When I win? Do I need a credit card?

You must have pasted the link to the page you were in the midst of applying, right? It timed out, so the session is not valid when I try to see the link. Can you mention which ticketing agency it is, and what tickets you are trying to buy?
