I heard a person use "じゃねえ" but twice in a round in question form like "じゃねえじゃねえか" what does this mean.

"janee" (when used as part of a sentence) is a colloquial form of "janai," "...(is) not," negative.

But when two of them come one after another, the second one is like a tag question, "...is it?" or "is it, right!?" with a bit of emphasis. (By the way, it is a casual male speech, a bit on the rough-sounding side.)

For example, you had heard from someone that a sports game ("shiai") you have been looking forward to would be tomorrow, and then you hear later from someone else that it was today! You might say:
- Shiai wa ashita janai janai ka! (The game isn't tomorrow, is it!? The game isn't tomorrow, right!?)

Someone promised to lend you a book you wanted to read ("yomitakatta hon"), but when that person gives you the book, it's a different one, then you might say:
- Ano hon janai janai ka! (It's not THAT book, is it!)

...with a bit of a blaming tone to it :)

Note that when the question is negative you must think of "はい" and "いいえ" as correct and incorrect so there is no misunderstandings.
