Invoicing company in Japan

We are based in Dubai, and will be invoicing a client in Japan - Does the company have a duty under the laws of the country to withhold tax at the rate relevant to that country?? For example, Indonesia it is 20% and is known as Foreign Withholding Tax.
We cannot give a certificate of domicile as we have no domicile in Japan.
