Hello,
i will be in japan late this month and i am going with my brother who is 24. he cannot ride a bicycle without training wheels as his learning abilities are not the best. either i was hoping to be able to hire some training wheels or hire a razor scooter. i will be staying in the kanda area but i wish to ride around odaiba. Any comments will be appreciated

No such rent service and razor scooter(kick boad) is illegal for using public roads by traffic law.
