Does anyone know how much does it cost to take a taxi from Utoro to JR Shiretoko Shari station and how long does it take to reach there?

Much cheaper to go by bus, only JPY 1.650 per pax, but be aware of the schedule since there are only a few per day. Check to local hotels or tourist information center.
