Tablet PC: Is Android always English OS?

I'm thinking of buying a tablet PC. Amazon.jp for example shows quite a few with Android or Windows + Android.
If it's Android, does that mean an English OS option is always available by default, or only if it actually states English OS (version)?

Most android tablet have the setting option to OS language to English.
also note that some china brand tablet use their own android OS, where apps or system will remain in Chinese even though you change the language setting.
