Sorry I do not know "Wagu" but if you wish to meet fishing women who dive to catch shellfish and others for research purpose or interviews, I think the best thing is to contact the local 漁業組合 (gyogyō kumiai/fishermen's union) directly or through municipal government. Wajima in Ishikawa-ken and Toba in Mie-ken are famous for 海女 (ama - those fishing women), for example. Wajima (island), Ishikawa prefecture http://www.ikwajimagyokyo.jf-net.ne.jp/info/ama.htmlToba-shi (city), Mie prefecture https://www.city.toba.mie.jp/suisan/bunka/ama.htmlMaybe the biggest issue is the language barrier - if you are not fluent in Japanese language, I recommend you to hire an interpreter.

Wagu may be the name of a certain district in Shima-town, Mie Pref. (和具、志摩町)
