mobile wifi for iPad

I have been reading some threads about how to always have access to the internet if I only have an iPad but I am not sure of the exact process.
I leave near 市谷仲之町 near 曙橋駅. My iPad is not the version that can use a cell phone's data plan to access the internet, also I do not have a phone at all. I am using Skype as my telephone.
1. Do I just need to rent a pocket wifi and then I am good to go? 2. Which place do I go to in order to set this up with the best, easiest, and fast Wifi that I can get?
^ I did a couple of searches but most questions I saw were geared towards the most economical option available. I am only here for three months so my main concern is just being able to get online at absolutely any location. Cheap is always good though too.
Thoughts?

2. Just curious since I'm getting a bit tired of carrying my iPad everywhere. Would it make any sense to just rent a smartphone, put the Line app on it, and just use that instead the Skype phone option?
Carrying around an iPad is just so bothersome, I want to go dancing tonight for a bit but I am not sure where I place iPad when I venture out to the dance floor. I know Japan is supposedly really safe but I am not if this extends to their nightlife scene.

More expensive than a pocket wifi, but far more convenient and generally better battery life too. As the user '..' mentioned, Global Communications is favored here for the mobile Wifi option at about $220 for 90 days. Which method/company is favored here for the rent a smartphone option? I took a look around on Google and it seems like for this option, it would be an extra about $180 on top of the $220. Does this sound about right or am I way off?

Again why rent when you can buy ? Example check amazon japan for sim free/unlock smartphone. http://goo.gl/B1s5wDGet one, buy the sim card from MVNO and choose the data plan that suit your need. 10GB cost less than 3,000yen per month. You can only signup for data only SIM since voice+data require Japanese residency proof, also you can cancel anytime you want. You could then install LINE or SKYPE or whatever messaging/VOIP apps. Also you can use the phone as mobile wifi for ipad as well, by tethering.

Update: I was able to rent an Iphone 4 really easily from Softbank's rental store in Roppongi. I was in and out within probably 10 minutes. And it only costs about $10 (voice only). Just be sure to take a Visa/MC credit card since they will hold about $400 as a security deposit which is released when you return the phone (and accessories) in the same condition they gave it to you in.
Also, be aware that the phone can't be used for online age verification that some apps require. This is because the phone is registered to the company and not the customer. Also, the phone can not be used to add/search for people to/on Line via the 'add by ID' function. Other than that, I have no complaints so far.
