Dual Passport?

Hello! Im having a problem. As i have read from past forum Japan doesnt allow dual citizenship. Today I tried to apply for a Philippine Passport. When i was in the passport division in department of foreign affairs they told me i already am a full pledge Japanese citizen and i cant acquire a Philippine passport unless i choose to be a filipino citizen. All this time i thought im a dual citizen. Although i already have a Local license as Physical Therapist here in the Philippines and they told it may get revoked if im a japanese citizen. Is there anyway i can have 2 passports? And is it possible that my license will not be revoked?
