I'd say Arakawa is a nice place to cycle through, here's some information about cycling in the area: http://www.tokyocycle.com/bbs/threads/name-your-fav-cycling-route.246/ You can search for other routes on that website, it's got a lot of ideas about cycling in Japan.
And there are many places where you can rent a bike, check out http://www.tokyobybike.com/2015/01/where-can-i-rent-bicycle-in-tokyo.h... for a list.
