It says: - fighting spirits. The first character is missing a few strokes/got a few strokes wrong, so I suspect the person who wrote it did not fully know the kanji (characters) well.
It has a... World War II feel to it, I mean it is an imitation of a headband, with the "sun" (Japanese flag) symbol in the middle.

Yes, it's incorrect, but it has a nice cute handmade crayon-drawing feel to it. Whoever gave it to you is probably young, non-Japanese, and took the effort of imitating the model as best as (s)he can.
