Is this a valid Japanese business address in English?

'5-8-17 Toyotama, Nerimaku, Tokyo, Japan' is NOT exist.
But
'5-8-17 Toyotama-kita, Nerima-ku(-ward), Tokyo, Japan' is exist.

"kita(k)" means "north(ern)".
"Toyotama(L)" town separated four blocks as address
Lʏ (-kami),Lʖk (-kita),Lʒ (-naka) and Lʓ (-minami).
No "L" only address and having "5 chome/ܒ(small block)" address is Toyotama-kita only.
Other three blocks are not wide haven't 5 chome.
