Is this a valid Japanese business address in English?

'5-8-17 Toyotama, Nerimaku, Tokyo, Japan' is NOT exist.
But
'5-8-17 Toyotama-kita, Nerima-ku(-ward), Tokyo, Japan' is exist.

"kita(�k)" means "north(ern)".
"Toyotama(�L��)" town separated four blocks as address
�L�ʏ� (-kami),�L�ʖk (-kita),�L�ʒ� (-naka) and �L�ʓ� (-minami).
No "�L��" only address and having "5 chome/�ܒ��(small block)" address is Toyotama-kita only.
Other three blocks are not wide haven't 5 chome.
