If you are on "student" visa/resident status, then you will be eligible for the permission to engage in activities other than the activities you are originally granted the visa for, which means you should be able to engage in part-time work, if this is what you mean.

Thank you for the answers and yes, "work rights" or work permit, because I read on the internet that it wasn't automatically granted with the student visa like some other countries (eg. Australia/New Zealand) so students have to apply for it.
Is it true that in order to obtain shikakugai katsudo kyoka, we must have a job offer from the employer first?

It is true in general, but not for people under "Student" or "Dependent" status.
