I am a refugee but its been 2 months now and still I didn't receive any hagaki/post card. I've called Tokyo Immigration but no one understands me. Does anyone of you knows the process?

Japan is very harsh when it comes to refugee request. I read an article in the past. I heard among 3000 people, they give refugee to 4 people. The article that I read was on an official Japanese news paper , not sure if it was "Japan Times".
If you are from Turkey or Tunisia (countries that can enter without a visa to Japan), they will never give you a resident card. You will be without an official status. They will give you a paper that is renewed every 6 months but I am not sure. The paper is not a resident card. It doesn't allow you to work or do any other activities. Basically, they don't welcome refugee in Japan and somehow inviting people like you to leave the country!

Note, I have no details about your case. So, I was talking in general. Are you seeking refugee for social, political,economic reasons?

today's newspaper says: in 2016 from January to September, the applicants are 7926. accepted are only 6 persons. immigration highly concerns that processing of true refugees are retarded by so many fake applications.
