The above time stamp code reading is correct. But before you throw it away, what is the product and what does it say before the time stamp?

I agree with Paul that it is most likely the production date. I don't think you can specify a food to be not eaten after a certain hour such as 4 o'clock.

As mentioned above those are production date time, when the food was made. Normally those are for freshly prepared food to be consumed on that day itself. You will those sold at supermarket oor upto 70% off near closing time. It is up to you how/when to consume. I used to buy those and keep it refrigerated to be eaten next day, latest for dinner.
Again by right those prepared freshly/daily food with date and time should be consume within that day itself.
