Hi, when the expiry date of food is listed as 16.08.20 4Žž ? Does it mean 20 August 4am ?

No "AM(Œß‘Ogo-zen)/PM(ŒßŒãgo-go)" writting means 24h(0 - 24) style usual.

But what kind food bought/got/seen?
In Japan two different expiry date using depends on life short or not.
Á”ïŠúŒÀ syouhi-kigen is for short life foods/drinks (with time a lot)
Ü–¡ŠúŒÀ syoumi-kigen is for long life foods/drinks (as no open/no time with)

I ate some 6 month also 1 year over ones(mainly made in Japan)
but nothing happened stomach ache or.
BC packaging technology already great espcially vacuumed one is perfect.
But NO recommend import ones and drinks(depeds on strage place/conditions).

But before you throw it away, what is the product and what does it say before the time stamp?

I agree with Paul that it is most likely the production date. I don't think you can specify a food to be not eaten after a certain hour such as 4 o'clock.

As mentioned above those are production date time, when the food was made.
Normally those are for freshly prepared food to be consumed on that day itself.
You will those sold at supermarket oor upto 70% off near closing time.
It is up to you how/when to consume. I used to buy those and keep it refrigerated to be eaten next day, latest for dinner.

Again by right those prepared freshly/daily food with date and time should be consume within that day itself.
