Student visa application referred to Ministry

Hi. Could really use some advice..

I'm a US citizen who is due to move Japan on a student visa. I found out my application was referred to the Ministry in Japan. When I asked why it was something along the lines of my application being an unusual case.

I have no criminal convictions. The only thing I can think of to hinder my visa processing and having my application referred is due to having a separate address then listed on my ID (moved during the process)

I know the Ministry is tight lipped about which cases are referred, but does anyone have any experience going through this? And how long did it take for your application to be approved and sent back to the consulate?

I could use any help with this
