Meaning of expiry dates in COE/Visa 2017/1/24 15:53
I would like to understand the importance of the expiry dates provided in COE & VISA.

In COE, it would be mentioned like "This certificate should be submitted to an Immigration Inspector with an entry visa for the landing permission at the port of entry, and shall cease to be valid if the application for landing permission is not filed within 3 months from the date of issue."

If there is a person with
--COE issued on 22-May-2016.
--VISA valid till 19-Sep-2016.

Should the person travel before 22-Aug-2016 (3 month from COE issue date) or Can he travel anytime before 19-Sep-2016?

The application to enter Japan must be made while the CoE and the visa are both valid.

22nd May in your case
I know a person who fooled airlines and got on flight by showing them only visa dates. Once he landed immigration got him into big trouble....
