Highly skilled professional eligibility

Hi,
I was going through the details regarding the "Highly skilled professional [preferential treatment]" program that has been launched by the Japanese immigration.
I work in IT and been working in Japan for 9 years now. My company works in IT services. Does that make me eligible to apply for this program?
I recently applied for Permanent residence status (per my friends' suggestion) but it was rejected citing the fact that I am not yet eligible for that (may be because my 10 years aren't up).

Unless you are a business manager earning a lot of money, or have a PhD, probably not.
And why would you go that route? In 6 months or so you can re-apply for PR, and you'll possibly get it.
