本契約は、xxxに関する基本的事項を定めたものであり、個別契約に対して適用されるもの都市、両当事者は、本契約を遵守するものとする。

I don't fully understand the "適用されるもの都市、両当事者" part; the closest I can come is that 適用されるもの is modifying 都市 and 両当事者, but I don't see the need for the もの in that case, and the use of される instead of する seems odd. Can anyone clear this up for me?

都市 is a big typo for とし, and it is the same verb as the last bit, …とする.

"This agreement stipulates basic matters regarding XXX, and shall be applicable to individual agreements, and both parties shall comply with this agreement."
