Setting up tripod Mt. Hakodate Ropeway

I would like to set up my tripod and take a long exposure photo from Mt. Hakodate Ropeway during sunset.
But I see many photos that show the ropeway being extremely overcrowded.
Is it possible to set up a tripod during busy season?
If so, would I have to go extremely early to get a good spot?

It is surprising that the website doesn't have information about the use of tripods, given that it is a popular photo location., especially for long exposures. As it really can get crowded, your best bet is a GorillaPod or something similar that you can use on the balustrade and doesn't take up space around you. I myself have used a 'sand pod' and balanced it on top of a pole to do long exposures when a tripod could not be used.
