Howdy,
Please can anyone tell me if I need a license/permit to use my kayak in Japan? (Own kayak, not a rented one)

I'm hoping to use it on Lake Biwa and Shingu River (anyone with any experience of kayaking on these please get in touch!!)

Although licenses and permits are also unnecessary,
but you should be confirmed in advance at "tourist association" etc in the neighborhood.
The management and regulations of rivers and lakes are finely subdivided into countries,
local governments, etc. and it is difficult for foreigners to understand.
Also Life jacket is not obligatory, but please wear it for safety.
It would be better if you could have a mobile phone if possible.

However, what is more problematic is the kayak transport method.
It is too big for trains and buses, and taxis and regular car rent do not have a carrier so you can not get on.
If it can divide or short type, regular car rent enough.

Lake Biwa(Biwako/ko means lake) is big, so it waves when wind strong.

No need for a license or anything. I kayak in Hiroshima. There appear to be no restrictions for kayaks, as compared to the licenses you need for powered vessels. Just look for signs that show restrictions from all boating (usually near a dam, or in a castle moat), if there's only restrictions for power boats, you're fine.
It's just lonely kayaking here as nobody else seems to do it.
