Dear all, I just booked ICOCA card through a travel agency before my arrival in Japan. However, I just found out that the Kansai One Pass works as well as ICOCA card, plus it comes with a lot of discounts at attractions and shops! Therefore, am I allowed to change ICOCA card to Kansai One Pass when I redeem the card at KIX airport? Since they both worth the same value and works exactly the same too.

No.
Just buy the card you need/want when you arrive in Japan, use both for travel or get a refund on the ICOCA can and deal with the 220 yen refund.

You cannot "change" that ICOCA Card to a Kansai One Pass, but you can return the ICOCA Card to JR-West (for a refund) on the one hand and get a Kansai One Pass on the other hand, independently from each other.
I wonder why unnamed ICOCA cards are handled at travel agencies overseas while they are available inside Japan at JR-West ticket windows and ticket-vending machines.
