Hi, Im reading a japanese text but I dont understand these :と聞いたから吸うが、食事の時は遠慮したほうがいい。
and
テーブルの食器(しょっき)に顔を近ずけて食べてはいけない
I'm so confused , please can you explain me the meaning?

The first one: と聞いたから吸うが、食事の時は遠慮したほうがいい。...is not a complete sentence. The second half: 食事の時は遠慮したほうがいい。 says: "It is better to refrain (from doing something) at mealtimes."
The second one: テーブルの食器(しょっき)に顔を近ずけて食べてはいけない ...should be: テーブルの食器に顔を近づけて食べてはいけない。 "You must not bring your face close to the plates on the table to eat."

と聞いたから吸うが、食事の時は遠慮したほうがいい。 is probably a typo for と聞いてから吸うが、食事の時は遠慮したほうがいい。 which means "smoke after asking (the way you ask is not written), but it is better to refrain at mealtimes."
