Well I think it is not so easy for many people to understand the validity area. Shin-Kobe to Shin-Osaka is covered (red line). You can also see Kyoto on the line, but from Shin-Osaka to Kyoto it is not red (Shinkansen). The line connecting Shin-Osaka and Kyoto is orange which means this is "regular line", not the Shinkansen. So if you want to go with this pass from Shin-Kobe to Kyoto, take Shinkansen to Shin-Osaka and then transfer to "regular line". This rule is because this pass is issued by JR-West which owns Shinkansen west of Shin-Osaka to Hakata but not east of Shin-Osaka (which is owned by JR Central).

No. That pass does not cover JR Shinkansen all the way through from Kyoto to Shin-Kobe.
If you want to travel from Kyoto to Shin-Kobe with that pass, you can take JR Special Rapid train from Kyoto to Shin-Osaka, then you could change to JR Shinkansen train from Shin-osaka to Shin-kobe (all covered by the pass).
But practically speaking, depending on where in Kobe you are going, you can stay on the JR Special Rapid train till either Sannomiya or Motomachi (both stations are in Kobe city).

Which sites in Kobe City do you plan to visit?
Generally Shin-Kobe Station is not the best starting point for many tourist destinations in Kobe, except for a few surrounding spots (such as Herb Garden) and Arima hot spring resort.
From paragraph #2 under "Validity" in the Japan Guide article of your link. -- "However, the Tokaido Shinkansen between Kyoto and Osaka is not covered." (Here "Osaka" should be written as "Shin-Osaka" because Osaka Station is outside the Shinkansen.)
Now you see a clear answer to your question. The JR-West Kansai-Hokuriku Area Pass does not fully cover the Shinkansen course from Kyoto to Shin-Kobe.
This pass is issued solely by JR-West, while the Tokaido Shinkansen (Tokyo -- Kyoto -- Shin-Osaka) is operated by JR-Central. That is why the Shinkansen section Kyoto -- Shin-Osaka is not covered by this pass.
This JR-West pass covers the conventional (i.e. non-Shinkansen) section Kyoto -- Shin-Osaka and the San(')yo Shinkansen section Shin-Osaka -- Shin-Kobe.

Please note that Motomachi Station is skipped by JR Special Rapid trains. JR Rapid trains (without "Special") make a stop there.
