I'm Brazilian but currently living in China and I'm a working visa holder. Can I apply for a tourist visa in Japan from China?

Ask the embassy/consulate where you intend to apply or consult its website.

The main rule is that you have to apply from your home country. However, the Japan Embassy sites sometimes say you can also apply if you are a resident of another country, as opposed to just a tourist.

If you travel on a passport from Brazil - then visa rules of Japan for Brazil would logically apply.

Im a Filipino living and working in Singapore, I got my Japan tourist visa from Japan embassy here in singapore from my last 3 Japan trips. As long as you have document that ties you (work visa) to the current country you are based now other than your home country, you can apply visa on the embassy of the current country you are now.
