Student Visa from a specfic city in Japan?

Hi, Ifve travelled to Japan twice now, but this will be the first time on a student visa. Ifm not sure what rules are you bound by on a student except the obvious few.
If my visa is issued by the immigrations from a different city, i.e. Nagoya, is it possible to travel to Tokyo before going to Nagoya?
If I have 15 days before my course starts, can I travel straight to Tokyo or would I have to first travel to Nagoya, get immigrations done and then travel to Tokyo?

Visas are issued by Japanese embassies and consulates abroad, not by immigration offices in Japan.
