Getting around Niseko, Kutchan, and Hirafu

Hi.. I will be traveling to Niseko area by train.
Since i don't have any car with me, is it possible if i stay at Hirafu, and i want to visit some other place like Milk Kobo or Rakuichi Soba? Because i think it will be impossible to walk to those place.
Does the hotel around the area provide private shuttle?
