Kawagoe and Chichibu Pass

Hi,

I'm planning to go to Chichibu Night Festival, but before that, I'd like to stop by Kawagoe first. I'm staying in Tokyo so it will be a day trip. Is there a transport pass that covered both cities that's not Tokyo Wide Pass or JR Pass? Both are too expensive since I'll only be getting around Tokyo with side trips to these 2 cities and Yokohama.

So far I only found Kawagoe Discount Pass (700 yen) that included round-trip train from Ikebukuro to Kawagoe Station with the Tobu Line and Seibu 1-Day Pass (1000 yen) that's valid on all Seibu train lines (except the Tamagawa Line) on one calendar day (midnight to midnight), including on trains to Seibu Chichibu Station (not sure if this will cover the trip from/to Tokyo)

Are there any other options? Or only those 2 are available?

And is the Seibu 1-Day Pass included trips from and to Tokyo?
