can i top up suica in osaka and top up icoca in tokyo?

I'd dump the SUICA or use it for a bookmark. I'd keep the ICOCA since it has more uses (Hiroden). But that's just me. I go to Hiroshima twice a year.

Recharging is easy - the machines have good English instructions (and announces the fact REALLY LOUDLY). It's almost as easy to do it with the Japanese prompts.

I have half a dozen ICOCA cards but don't use them often as my trusty PASMO works for 99.4% of the times when I want to use it. I should probably carry one of the ICOCA cards just for the ferry in Hiroshima as I visit there roughly once a month, but for me buying the return ticket is pretty easy. The SUICA card system is gradually expanding, but still has some odd exceptions.

Yes but you really don't need both for Osaka and Tokyo as they work in most locations now. I would get Pasmo if starting in Tokyo or Icoca if starting in Osaka.

That is the point about the interchangeability of the IC cards, you pick up one and then use it all over. There are some exceptions (like the Miyajima ferry), but mostly they behave the same. I have a few different types - the monorail one is pretty cute.

I'll arrive in Osaka and go back to Indonesia from Tokyo, that's why I still need to refund ICOCA in Osaka before I leave for Tokyo (since I can't refund ICOCA in Tokyo). After I arrive in Tokyo then I'll buy SUICA or PASMO, correct?

ICOCA works(pay and recharge) in Tokyo "Suica" and "PASMO" area both,
so no need refund it at ICOCA area = JR-West stn, if you will visit Japan again "within 10 years".

Jump to "Refunds" part, handling fee is same 220Y. (even Suica and PASMO,too)
If no left, will get only 280Y fr deposite,
if 200Y left, will get 480Y fr SF and deposite total 700Y,
so not always 500Y and more as full back.

That is incorrect; JR-West does not say so.

When you return a Suica or ICOCA card for a refund,
actually the initial deposit is always fully paid back,
never allocated partially to a handling fee.
If e-money of less than 220 yen is stored, that amount is subtracted for a handling fee.
If there is no e-money stored, there is practically no handling fee.

On this point, JR-East gives you a clear explanation.

It is not for returning a PASMO card: the handling fee was abolished in 2014.

The e-money stored on a Suica or ICOCA card should be valid for ten years after the card is used last.
(Even within the ten years, a card which has not been used for a long time may be once rejected for inspection.)

Well, you do not necessarily have to get the e-money paid back in Osaka.
ICOCA cards and Suica cards work the same for transportation in Tokyo.
You can use the ICOCA card also for shopping at many convenience stores and some station kiosks.

The e-money left on the card may be to much to be consumed in your shopping, but you can avoid that situation by not charging highly extra amount of e-money.

I can't refund ICOCA in Tokyo

ICOCA cards are issued solely by JR-West (= West Japan Railway Company), and the company does not have adjustment counters in Tokyo.
That is why ICOCA e-money cannot be paid back in Tokyo.

The passenger rail network in Japan which we call as JR is operated, basically separately, by the six JR regional companies.

Actually, JR Shikoku also issues their own Icoca cards, for use around Takamatsu. http://www.jr-shikoku.co.jp/icoca/

No; the issuer of those ICOCA cards is not JR-Shikoku, but JR-West.
(There is "SHIKOKU ICOCA" logo on the surface, though.)

In most JR-Shikoku stations, ICOCA money cannot be paid back.
(The exception is in only the six designated stations.)

PASMO cards are issued collectively by PASMO Company, while many rail and bus operators are members of PASMO council.
You can return a PASMO card at a manned counter of any station on the PASMO rail network.

Suica cards are issued separately by three rail companies,
mainly by JR-East, also by Tokyo Monorail and by TWR (= the operator of Rinkai Line).
You cannot return a JR-East Suica card at a Tokyo Monorail counter in Haneda Airport.
