Hi. What is the best time of the year (which week in Feb/Mar) to view plum blossom in Kairakuen Gardens (Ibaraki) and Tokyo ? Thanks.

It depends on the year. The peak is usually around early to mid March, but if it is an warm/cold winter, it can be considerably earlier/later.

Thinking if I should visit Kairakuen for the plum blossom on 24 Feb or 5 Mar. Which dates do you think will give me a better chance of seeing the full blossom ? Thanks.

You date, 24 Feb or 5 Mar, sounds like a good choice. The plum blossom festival at Kairakuen this year was Feb 18 - Mar 31. The plum festivals in Tokyo are generally held during mid Feb to early Mar. Perhaps some will have more food stalls during the weekend. That said, the official website of Ibaraki where Kairakuen is tells us that plum can be enjoyed differently depending on the weeks. More precisely, different species bloom in different dates. I'm afraid the English version of their website doesn't show the same information, but in the Japanese websites shown below, you can see the numbers that indicate the months (Jan is 1, Feb is 2, and Mar is 3). 上旬 means early, 中旬 means mid, and 下旬 means end.
