Please advise where I can get refund of Icoca card in Nagoya or perhaps in Chubu Centrair International Airport, Nagoya.

There is no ICOCA counter in or near Nagoya City.
You can use the ICOCA card also for shopping at many convenience stores and some station kiosks.
The e-money stored on the ICOCA card should be valid for ten years after the card is used last. (Even within the ten years, a card which has not been used for a long time may be once rejected for inspection.)
ICOCA cards are issued by JR-West. JR sections around Nagoya Station are operated by JR-Central. The access by rail to and from Centrair is provided by Nagoya Railroad, which is known better as Meitetsu.
Centrair, though it is actually outside Nagoya City, is often regarded as a Nagoya airport by air carriers, as in its official name.
How will you come to Nagoya City?

You will need to go back to a JR West area like Kyoto to return the card. That probably not going to be worth it. So I would just use the IC card as much as you can with Vending machines or paying with it at convenient stores until the balance is zero. Then keep it as a nice souvenir.

The junction station between JR Central and JR West on the Tokaido line is Maibara; if you have a JR Pass and some time to spare, that's "just" 25 minutes by Shinkansen from Nagoya...
(If you don't have a JR Pass, don't bother, you'll pay more in Shinkansen tickets than you'll get back by returning the Icoca.)
