Kikusei Dai - Mt Maya observation deck

How does one access the observation deck after the ropeway/cable car has stopped operations?
Can we drive up to the observation deck at night? If so, if we input the Tel: 078-843-7001 into the GPS which is the phone number of Kikusei Dai listed in the feel-kobe.jp website, it can lead us there? Or can someone post some directions? Thank you.
