Use Google as "食品工場 見学 ツアー" like this,
https://goo.gl/m5Ljoi
and sort by "Past Year" or add search word "2018" or "平成30年"
or add locations(name of region, pref, city, town) of yr visit.

If there is no EN page, basically there is only explanation in Japanese.
If the food company accepting foreigners well, you can retrieve it in EN easier.

PS.
"Rice noodle" is NOT Japanese food,

maybe misunderstand "Soba","Udon","instant" or other one.

we used this site for search:
https://www.jetro.go.jp/en/ind_tourism.html

And we visited Oshoya udon-factory in Kotohira, Shkoku. Loved it! Tour was in Japanese, and then we made own udon. We know a very few words Japanese, but was not problem really.

Also, watching some NHK World tourism programmes (Journeys in Japan, J Trip Plan, Tokyo 2020, etc) can throw up some interesting ideas.

Many of them are available on the web on demand...
