Planning to rent car to Yamanashi for 3days trip in February 2018. . Will I be driving in a snowy road?

It depends on the weather of the day and the previous days and where in Yamanashi you will be going. The higher in the mountains, the higher the chances to encounter snow. But even in the lowest areas of Yamanashi, there is a chance of snow. Generally, speaking, there is a considerable chance to encounter winter driving conditions.

Driving to Yamanashi... from where? If you're going to Yamanashi from the west (Nagano), you could be driving on snowy roads, especially in the next three days. We're expecting snow. From the east (Tokyo) ordinarily wouldn't be very bad. Yamanashi, down at city level, doesn't usually get tons of snow.
Anyway, check the forecast. If you think you'll encounter snow, make sure the rental car has winter tires (or at least some snow chains that you can put on, just in case.)
