Tandem Bike rentals in Oarai

My girlfriend and I are planning to go to Oarai, and it seems that the best way to go around the town is to rent a bicycle. The only problem is, she cannot ride a bike so I'm looking for places who rent Tandem Bikes so that we can ride it around town. Are there places which have these? I already asked 曲がり松レンタサイクル and they said they only have single passenger bikes. Worst case is we'll just have to hoof it and walk. Thanks!

Tandem bicycles are not illegal, but are very restricted (except in Yamagata, Nagano, and Hyogo prefectures). They are so restrictive that it is impractical (e.g., they are allowed on bicycle lanes, but [a] there aren't that many bicycle dedicated lanes in Japan; and [b] you cannot ride TO the bike lane unless you live on one.).

Unfortunately, the prefecture in which that type of bicycle is permitted to run on public roads is limited.
In Ibaraki prefecture which Oarai belongs, only use on the closed "cycling road" is allowed,
so your dream can not be accepted by local traffic law.
Of course, it is not allowed to ride a bicycle with only one saddle. (Traffic violation)

But, this site introduces parks of Kanto which can be used for dating that can ride a tandem bike.

The one is in "Hitachi Seaside Park" of Ibaraki prefecture same as Oarai,
but there is located north of Oarai, so to go to there may bit harder if not a car rent.

This park is one of famous as flower gardens even for foreign tourist,

Ohhh I see. I didn't realize it's hard to get and use tandem bikes :( I guess I'll just have to teach her before our trip or we'll just walk haha.
