Neither.
It seems the nearest exchange and sales office is in Wakayama Station.
(When you book this pass online, you cannot receive it at this office.)

Check the information on the JR-West website.
- JR-West: Kansai WIDE Area Pass

Shingu Station is on the boundary between JR-West and JR-Central.
The JR route to Shingu along the east coast of Wakayama Prefecture
is operated by JR-Central and not covered by this JR-West rail pass.

My trip would go extremely smooth if I could, since I want to do the Kohechi route of the Kumano Kodo area (e.g. https://randomwire.com/japan/kumano-kodo/).

I COULD do the regular route from Tanabe to Shingu but that means I'll ride the same 4 hour train in different directions...

Perhaps you have some better ideas? Of course, I won't be changing the plan for any pass.
