Narita Airport to Haneda Airport

We only have 4 hours of layover from Narita Airport to Hanida Airport. Does the 4 hours enough for us not to get behind for our next flight? even though we have to go through the immigration process and tranportation.

When everything goes smoothly, four hours should be enough.
