If what you are asking is whether, for example, an art lesson that happens once a week at a high school accepts students of various school years, the answer is "typically it does not." But there are certain high schools that follow the "tan-i-sei" system, and in that case that happens often just as it does in universities.

generally speaking, even if the school take 単位制, they don't mix the three years students.
