Declination of COE after 2month waiting

My employer applied for Certificate of eligibility on 2 th January 2018 and it's been almost 10 weeks now.

I know it can take up to 3 months but I want to know that are there still any chances of declination after this long waiting?

I mean as per my logic if there was an issue about application then they must have already declined it before 2 months.

Should I consider this long waiting period "positive"?

No one concrete answer, other than just to wait.

Usually it takes 1.5 months for a work visa ,at times it takes 2 - 3 months . Hopefully you get yours soon :)

Even when you receive CoE you can be declined for visa.
It really is up to the moment you have really received your visa.

I have applied for COE(spouse) on 2018 Feb 01. And waiting for it...
One of my friend's COE(spouse) was released after exact 35 days.
I called the Regional Immigration to follow up,.
First time-They said"�܂��Ȃ��h...
2nd time-(after one week)-they said "my office where i am working have just been verified"

called the immigration for 3rd time-said" it is in final stage...wait few more days..."

I was waiting my certificate (spouse visa) 3 month . And in airport no problem . There was so many people with these certificates in airport . Maybe 200 . And nobody have problem .
